Arc City, is a landlocked sovereign city-state whose territory consists of a walled enclave within the area outside of Tokyo in the middle of the Pacific known formerly as "Battleship Island".
As the city's name may suggest, it is a city of continuous breakthroughs and education; several schools and institutions of higher learning from kindergarten to university level that learn side-by-side along with the scientists who research on psychic powers and higher technology, the latter being one of the primary reasons for its establishment. It is the most advanced city in the world and its technology is said to be 30 years ahead of the world.
Arc City is composed of 23 districts, called School Districts which are simply numbered from one to twenty-three and each of these districts have a specific purpose. The city was purchased as Battleship Island from a mysterious benefactor who funded the reconstruction efforts as well as the cities government and principal finance. It is unknown who this individual is, but it is thought that they are the president and CEO of the company that resides on the Island known only as "Voltz Inc.". Originally, this Island city was set outside of Tokyo Harbor and was a representation of a time when Coal Mining beneath the waves was still valid. Since Voltz Inc had arrived however, there is talk of higher technological research and breakthroughs occurring which in turn may be the cause of a few temporal distortions.
A Temporal rift has transported this island outside Junon, within the center of the ocean over 30 miles out. Though, strangely enough the island and its inhabitants have no memories of having been from the "Real World", and have full knowledge of the current land in which they live. However, a select few individuals in the upper echelons of Arc Cities Government and Voltz Inc. seem to know the wiser and have sent envoys out to the other outlying nations to get in contact with the powers that be.
